Dickinson board sets rules for funding requests
IRON MOUNTAIN — A policy adopted Monday by the Dickinson County Board sets rules for funding requests that come from entities outside the county’s supervision.
“We do the same for the senior centers,” Controller Brian Bousley said, noting the policy is meant to ensure financial decisions are made with full transparency and proper evaluation.
Under the policy:
— The proposal must specify the total amount of funding requested.
— A detailed explanation of the request must be provided, including the purpose.
— A financial overview of the agency/organization must be provided, including total assets.
— An information packet must be submitted at least a week in advance of a county board action on the request.
The number of groups affected will be fairly limited, as the county doesn’t provide many discretionary allocations. Examples might include milfoil control assistance for lake associations, the Almost Home Animal Shelter or non-profit groups seeking help on projects.
Most funding decisions are made during the county’s annual budget process. This policy helps supplement that as other requests arise.
In other action Monday, the county board:
— Appointed Barbara Kramer of Iron Mountain to a three-year term on the Central Upper Peninsula Materials Management Planning Committee. The panel has the task of creating a plan regulating solid waste disposal, recycling and compositing activities within Alger, Delta, Dickinson, Marquette, Menominee and Schoolcraft counties. Kramer told the board she’ll work with other representatives to create “the best package we can” for the county. A plan is required to be completed and approved by the Michigan Department of Environment, Great Lakes, and Energy by June 27, 2027.
— Appointed Dave Stohl of Iron Mountain to a three-year term on the Veterans Service Office Board. Stohl had previously served on the veterans board. Michael Day of Quinnesec and Richard Lundholm of Norway were also applicants. Commissioner Joe Stevens said there will be another vacancy later in the year.
— Named Commissioner Kevin Sullivan as a representative to the Snowbelt Transit Commission, with Chairman Dan Harrington as an alternate. Chaired by Ron Store of Ontonagon County, the commission was formed in November “with the mission of ensuring that rail lines essential to the U.P.’s economic future are maintained and developed to their full potential.” While Dickinson County will be represented on the regional alliance, it’s making no financial commitment.
— Reappointed Anthony Edlebeck to a six-year term on the county’s Economic Development Corp. Board. One vacancy remains.
