Detroit emergency manager ups City Council funds

DETROIT (AP) — Detroit's state-appointed emergency manager has increased funding for Detroit City Council offices this fiscal year despite limits to their authority.

The Detroit News reports (http://bit.ly/1vqtMfC ) Orr is allotting $8.3 million for office operations including staff salaries. That's more than last year but less than before Detroit's financial crisis.

Orr lays out the change in a budget including the 2014-15 fiscal year. It raises certain council members' office budgets by up to 66 percent. Council member currently have four to 14 staff members each, including full- and part-time workers.

Orr's spokesman says the increase will help the council cut Detroit's debt when the city emerges from bankruptcy.

The city's restructuring consultant in April 2013 called for a part-time council with one staff member per office.
