The waterfall is being built on land donated by the Gordon family.
Fred Rouse, a former Niagara resident, and owner/operator of Rouse Management of Madison, Wis. is constructing the waterfall with the assistance of Bruce Landscaping of Madison and an independent landscaping consultant.
Mayor George Bousley said the waterfall project should be completed in August.
Bousley added that Rouse does everything first class.
"I suspect it will create a landmark for the community and something for the city's 100- year celebration next year," said Bousley. "It will be one of those locations people will want to have pictures taken by it."
Cost of the project is approximately $60,000.
Rouse, known by friends as "Fritz," has helped beautify the city for years, including an upgrade to the Niagara Cemetery.
After leaving Niagara at the age of 17, Rouse was a barber in Madison for 19 years.
In 1980, he got into the real estate industry. He now has ownership in 500 apartments units in Madison and 53 around Marquette University in Milwaukee.
Rouse said he likes taking something that was nothing and turning it into a need for the neighborhood.
And that is just what he is doing with the waterfall property in Niagara. Rouse donated $100,000 to the city of Niagara in 2009.
Funds were put toward improvements at the Niagara cemetery, city parks, recreational facilities, and trails. Rouse currently works as a developer in Madison, Wis.
The Gordon family will be recognized with a plaque on the property.
Rouse Management Co. was founded by Fred Rouse in 1965.
Initially, he purchased a few houses in downtown Madison. As time went on he acquired larger apartment communities and started to form partnerships giving him the opportunity to develop new sites.
His current portfolio includes more than 1,000 apartments in Madison and Milwaukee.
Several Rouse apartment communities have won awards for property of the year, manager of the year and maintenance person of the year.
Rouse Management Co. continues to grow and most recently has expanded into commercial real estate.
