U.N. global management
EDITOR:Regarding the Oct. 6 synopsis of my presentation for the Americans for Constitutional Enforcement September meeting, the U.N. Agenda 21 Program is a 40-chaptered global management plan for the 21st Century.
It's being implemented in the U.S. by U.N.-partnering government agencies, many state and federal legislators, and various nongovernmental organizations.
Agenda 21 not only includes mandates, skillfully masked as "suggested" protocol, for implementing land and water use control, it also includes mandates for "human settlements" so people can be herded to the more populated areas of each state, a.k.a."normal use" zones.
The two other zones, "no human use" and "highly regulated use" are purportedly to be used for research. "No human use" zones are core areas designated as U.N.-U.S. Biospheres, and the "highly regulated use" areas are U.N.-U.S. bioreserves that "buffer" the core areas.
Of the almost 50 U.N.-U.S. Biospheres throughout the lower 48 states, there are currently two in the process of being buffered in the Upper Peninsula. These are the Isle Royale and Two Hearted River Biospheres, which will link with the buffered University of Michigan Biological Station Biosphere near Petoskey.
Most, if not all, U.N.-U.S. Biospheres and buffering bioreserves sit atop America's most valuable underground resources. In the U.P. this includes copper, iron ore, uranium, diamonds, gold, silver, nickel, oil and gas, just to name several.
I didn't indicate government controls 10 percent of the U.P. Instead, I said "all but about 10 to 15 percent of the U.P. is owned by various government entities, land conservancies and corporations." leaving extremely little in the hands of private citizens.
Even so, increasingly more stringent zoning laws and environmental mandates being levied by the EPA and DEQ are dictating how privately owned land is used.
Agenda 21 relates to many U.N. treaties, including Habitat I and the Biodiversity Treaty, and even though some U.N. treaties haven't been ratified by the U.S. Congress, they're being implemented anyway though Executive Orders and various pieces of legislation proposed by federal legislators, i.e. the proposed Global Warming bill and Clean Water Reformation Act.
The U.P. is destined to become part of the Bi-national "Heart of the Continent Wilderness Park," and though Native Americans will be welcome to live in it, most Yoopers won't.
Contrary to one reader's comments, Agenda 21 most definitely infringes on our Constitutional rights and inherent freedoms. Contrary to another, ACE is not a "hate" group; he shares his community with over 60 concerned citizens who attended the September ACE meeting. Too bad he missed it.

Carole, as a geologist, I am very interested in hearing more about these recent oil and gas discoveries in the Upper Peninsula as well as the lucrative mining opportunties on Isle Royale and in the Eastern UP in the Two Hearted River's area. Get a clue.

threatened and endangered species, and to better understand economically profitable forest management. Woooo, scary. Here are some interesting tid-bits about the UP. The population the UP is approximately 308,319 (according to the Census Bureau's July 1, 2008 estimate) and there is a total area of 16,452 sq. miles (10,529,280 acres) which calculates out to 1 person per 34 acres. If you take away 10% as the author has overstated, it is still 1 person per 31 acres. Talk about 40 acres and a mule. I will say it again Carole, Agenda 21 does not infringe on Constitutional rights or inherent freedoms. You can enjoy these lands just as much as you did yesterday… or should we get rid of the best idea we ever had… that being natural wonders set aside for all to enjoy in the form of National Parks and preservations.

As the person who stated that "Agenda 21 does not infringe on Constitutional rights and inherent freedoms", I would like to further debunk this fear mongering. First, Isle Royal is already a National Park so how could you buy land or live there to begin with? The Two Hearted is one of Michigan's State Designated Natural Rivers. The watershed is sparsely developed and it is the only designated wilderness river in Michigan. Recreational opportunities, such as hiking, canoeing and dispersed camping are available along the river. In addition, the Two Hearted contains Blue Ribbon Trout and steelhead, while Menominee can be found in the river mouth at Lake Superior. The river flows through heart of Lake Superior State Forest which provides wild and beautiful setting with large unbroken tracts of timber. The topography is relatively flat and swampy (if you believe this crud, I've got some swampland for sale). The management goals of the biospheres are to study biodiversity, threate

Maybe the Report Abuse tab is finally being read by Daily News personnel. Most would surely agree a few posters were getting way too nasty and personal - far beyond the bounds of common decency.

Have you noticed you can't respond to the article on a council member being removed from a committee. I read several months ago how this paper wrote that free speech is for everyone. Just curious.
